Sacramento – North Coast Regional Department of Child Support Services (DCSS) Director Lisa Dugan was honored by California DCSS Director Alisha Griffin last Wednesday for the county’s outstanding efforts to support families throughout the state.
The recognition was given at the first California Statewide Child Support Director’s meeting of the year. The award is named for Debbie Frahm, who served as Director of Ventura County DCSS. Frahm passed away in September 2016, leaving an impressive legacy of innovation, staff development and superior customer service that inspired Director Griffin to create the Frahm Leadership Award. The award recognizes leaders in the child support community who similarly demonstrate strong leadership, excellence in customer service, integrity, a willingness to challenge process for the greater good, the ability to inspire others to strive for excellence and who work as a team to benefit the program both specifically and at large.
Director Dugan earned her recognition through her customer orientation, constant striving in the program’s best interest, the cultural shift she has achieved in Humboldt and Trinity counties, and her commitment to developing the next generation of leadership. Her staff has provided training to the entire state on workers’ compensation and how to collect child support through the insurance industry; she seeks innovative solutions for an area with a non-traditional economy; she stepped into the Director’s role in Trinity County with only 24 hours notice, and while providing interim leadership she engaged county administrators, boards of supervisors, unions and courts in two counties to create a permanent regional office; and she chairs the Child Support Directors’ Association Leadership Academy. Her staff is proud to serve customers and to work in child support.
“Congratulations to Director Dugan and the entire North Coast Regional staff,” Griffin said. “Her willingness to step up and serve and their readiness to work together have vastly improved the lives of children and families in Humboldt and Trinity counties and statewide.”
