Emergency Operations Plan (EOP)
The Humboldt County Emergency Operations Plan (EOP) provides a framework for the Humboldt Operational Area agencies to respond to any emergency requiring multiagency participation and/or activation of the County Emergency Operations Center (EOC). All hazard-specific and topic-specific contingency plans complement and build on the EOP.
Local Hazard Mitigation Plan
It is impossible to predict exactly when and where all disasters will occur or the extent to which they will impact an area, but with careful planning and collaboration among public agencies, stakeholders and citizens, it is possible to minimize losses.
Jurisdictions with FEMA-approved and formally adopted mitigation plans are eligible to apply for funding under FEMA’s hazard mitigation assistance programs, including Hazard Mitigation Grant Program, Pre-Disaster Mitigation and Flood Mitigation Assistance grant programs.
The Humboldt County Operational Area Hazard Mitigation Plan was approved by the California Governor’s Office of Emergency Services (Cal OES) on 10/24/2019 and submitted to the Federal Emergency Management Agency (FEMA) for approval. On 1/2/2020, FEMA determined the Hazard Mitigation Plan is eligible for approval pending adoption by participating jurisdictions. Animal Emergency Response
Contingency Plan
The Animal Emergency Response Contingency Plan (PDF) primarily addresses the Humboldt Operational Area’s planned response to a significant disaster emergency situation which also involves domestic animals in Humboldt County. This plan establishes procedures and organizational structures for dealing with domestic animal-related issues during those disaster events. The purpose of this plan is to minimize the loss of life and property through an organized response process and to address specific domestic animal needs in impacted areas. This plan will be used in conjunction with, and under the authority of, the County of Humboldt Emergency Operations Plan.

Continuity of Operations Plan
The purpose of the Continuity of Government Plan (COG) is to ensure Humboldt County can maintain a viable system of government in response to a broad range of emergencies and operational interruptions. Humboldt County’s COG is comprised entirely of each County department’s individual Continuity of Operations Plan (COOP). Each COOP describes how that department will operate in the event that an emergency threatens or incapacitates operations.

Dam Failure Contingency Plan
The Dam Failure Contingency Plan (PDF) addresses the Humboldt Operational Area’s planned response to a dam failure event impacting Humboldt County. The purpose of this Plan is to minimize the loss of life and property through an organized notification and evacuation process, and to provide for re-entry into areas that may have been evacuated and/or damaged. This Plan will be used in conjunction with, and under the authority of, the County of Humboldt Emergency Operations Plan.
Flood Contingency Plan
The Flood Contingency Plan (PDF) primarily addresses the Humboldt Operational Area's planned response to a flooding situation affecting Humboldt County. This plan establishes detailed procedures for response to areas that have flooded or may be jeopardized by potential flooding. The purpose of this plan is to minimize the loss of life and property through an organized response process. This plan will be used in conjunction with, and under the authority of, the County of Humboldt Emergency Operations Plan.
Joint Information Center Plan
The Joint Information Center (JIC) (PDF) facilitates the efficient flow of information during a significant disaster event between the government response organizations and the media. It serves as the "hub" for the release of timely, accurate, consistent, and useful disaster related information. The JIC Plan delineates the process and procedures for establishing and operating the JIC.
Local Assistance Center Plan
The Local Assistance Center (LAC) (PDF) is a "one-stop" service facility for those citizens impacted by a disaster. The LAC provides accessibility for the public to obtain information about disaster assistance programs and services in a single location. Representatives from state and federal agencies, non-governmental and voluntary organizations, and various other support entities are available to the public to help them streamline the recovery process. The LAC Plan delineates the process and procedures for establishing and operating the LAC.
Volcano Ash Contingency Plan
The Volcano Ash Contingency Plan (PDF) primarily addresses the Humboldt Operational Area's planned response to a volcano ash situation affecting Humboldt County. This plan establishes procedures for response and mitigation efforts of ash fall impacts before, during, and following the event. The purpose of this plan is to minimize the health impacts, possible loss of life, and property loss through an organized response process. This plan will be used in conjunction with, and under the authority of, the County of Humboldt Emergency Operations Plan.
