[ARCHIVED] North Coast Regional Child Support Director Wins Inaugural Debbie Frahm Leadership Award

North Coast Regional DCSS Director Lisa Dugan receives the Frahm Leadership Award from California Department of Child Support Services Director Alisha Griffin

Sacramento, CA – North Coast Regional Department of Child Support Services (DCSS) Director Lisa Dugan was honored by California DCSS Director Alisha Griffin last Wednesday for the county’s outstanding efforts to support families throughout the state.

The recognition was given at the first California Statewide Child Support Director’s meeting of the year. The award is named for Debbie Frahm, who served as Director of Ventura County DCSS.  Frahm passed away in October 2016, leaving an impressive legacy of innovation, staff development and superior customer service that inspired Griffin to create the Frahm Leadership Award.  The award recognizes leaders in the child support community who similarly demonstrate strong leadership, excellence in customer service, integrity, a willingness to challenge process for the greater good, the ability to inspire others to strive for excellence and who work as a team to benefit the program both specifically and at large.

Dugan earned the recognition for her dedication to customer service, her commitment to developing the next generation of leadership and the partnership she created between Humboldt and Trinity Counties. Her staff provided training to the entire state child support program on workers’ compensation and how to collect child support through the insurance industry. She stepped into the Director’s role in Trinity County with only 24-hours notice but has since engaged county administrators, boards of supervisors, unions and courts in two counties to create a permanent regional office. She also chairs the Child Support Directors’ Association Leadership Academy that focuses on developing future child support leaders.  

 “Congratulations to Director Dugan and the entire North Coast Regional staff,” Griffin said. “Her innovation and willingness to work with various stakeholders and partners has vastly improved the lives of children and families in Humboldt and Trinity counties and statewide.”
