Notice of Public Hearing



PUBLIC NOTICE IS HEREBY GIVEN that on Tuesday, August 17, 2021, a public hearing as required by section 147(f) of the Internal Revenue Code of 1986 will be held by the Board of Supervisors (the “Board”) of Humboldt County, California (the “County”), with respect to a proposed plan of financing for the issuance by the California Municipal Finance Authority (the “Authority”) of its revenue bonds (the “Bonds”). The aggregate principal amount of the Bonds will not exceed $35,000,000. Proceeds of the Bonds will be used to make a loan to Open Door Community Health Centers, a nonprofit public benefit corporation as described in section 501(c)(3) of the Internal Revenue Code of 1986 (the “Borrower”), to:


  1. finance the construction costs of a new 34,000 square foot, two story replacement community health center to be located at 1150 Foster Street, Arcata, California,


  1. refinance a loan from the United States Department of Agriculture, made in 2018, to finance a community health center located at 3750 Rohnerville Rd, Fortuna, CA 95540, and


  1. refinance a New Market Tax Credit Note issued in 2014 to finance a community health center located at 2200 Tydd Street and 2189 Tydd Street Eureka, California.


The Bonds and the obligation to pay principal of and interest thereon and any redemption premium with respect thereto do not constitute indebtedness or an obligation of the Authority, the State of California (the “State”), the County or any political subdivision thereof, within the meaning of any constitutional or statutory debt limitation, or a charge against the general credit or taxing powers of any of them. The Bonds shall be a limited obligation of the Authority payable solely from certain revenues duly pledged therefor and generally representing amounts paid by the Borrower.


In accordance with Executive Order N-08-21 the County Board meetings will be held virtually until further notice.

The hearing will commence at 9:00 a.m. or as soon thereafter as the matter can be heard and will be held in the Board Chambers located at the Humboldt County Courthouse, 825 5th Street, Eureka, California. Interested persons wishing to express their views on the issuance of the Bonds or on the nature and location of the facilities may submit written comments to the Office of the Clerk of the Board, 825 5th Street, Room 111, Eureka, CA 95501.
