Engineering
The goal of the Engineering Division is to implement efficient and cost effective services to preserve and enhance our County streets, bike paths, and sidewalks. Engineering staff works closely with the Road & Equipment Maintenance, Environmental Services, and the Aviation Divisions to provide professional engineering services.

Environmental Services
The Environmental Services division of the Public Works Department is responsible for environmental permitting and compliance, resource management, natural hazard planning and mitigation, and recreation facilities. These responsibilities include serving as the regional grant administrator for the seven-county North Coast Resource Partnership and coordinator of the Humboldt County Fire Safe Council.

Facilities Management
The Facilities Management division provides a safe, healthy, and comfortable work environment for County employees, and designs, constructs and maintains County facilities to the highest standards possible within available resources. Staff provides oversight of planning and construction projects. The goal of the real property manager is to provide, manage and maintain lease arrangements that meet the needs of the County and are cost effective.

Land Use
The Land Use Division is responsible for review, administration and inspection of improvements required for land use projects. Land Use provides right-of-way and land acquisition services for construction and maintenance projects, manages County-owned property, maintains records, acquires agreements for borrow sites, researches right-of-way records, investigates complaints, and assists other divisions as needed. Land Use is also responsible for management and issuance of permits for activities within the public maintained road system, such as encroachment permits for driveways, parades, special events, and transportation permits for oversize/overweight vehicles. This division also provides land surveying services related to various projects and includes the County Surveyor.

Roads & Fleet Services
The Roads and Fleet Services Division contains two sections: The Roads section helps provide safe roads for the residents of Humboldt County and performs routine maintenance for all county roads and bridges. The division also provides critical disaster response services during storms and other emergency events. The Fleet Services section has two arms, heavy equipment and motor pool. Fleet Services provides competitive procurement, maintenance and disposal of road construction equipment to ensure safe operating equipment. The heavy equipment maintenance garage maintains 120 pieces of heavy equipment, plus approximately 100 pieces of support equipment, primarily serving the Road Maintenance section. The heavy equipment shop also manages a storehouse of parts. Motor pool oversees a fleet of 400+ vehicles that are used by County employees for official county business. Motor pool is responsible for transitioning the fleet to zero emissions.
