Humboldt County is soliciting proposals for: Individuals interested in providing technical expertise and assistance in performing a variety of planning tasks. The overarching goal is to develop a data management system. This system will establish a database for qualitative and quantitative baseline data for performance measures relevant to tribal communities in Humboldt County.
1. Is there an expectation that consultant maintains an office space dedicated to NCTTC, or that the consultant provide office/meeting space to perform work requirements?
Section 3.0 e, PRELIMINARY SCOPE OF WORK, Page 10. “The Consultant will establish an office, mailing address, bank account, and assist in editing Commission By-laws as needed to fully support the NCTTC.”
2. Are there criteria for compensation or fee structures that the consultant is limited to in performing this work (ex: Time and Expenses / Hourly; Fixed Fee; etc.?) Section 9.5, Page 13. “Provide a detailed cost proposal and basic assumptions used in developing those costs.”
3. Under "Development of Tribal Transportation Management System," it seems the consultant will be expected to develop or determine safety performance measures rather than simply incorporate already established measures into the management system; is this correct? Is the development of the management system, AND development of the data/criteria/etc. which will be input into the system both expected deliverables? Section 3.0 PRELIMINARY SCOPE OF WORK, a. Development of Tribal Transportation Management System. Page 9. “The Consultant will be responsible for the development of a tribal transportation management system. The objective of this performance and outcome-based system shall incorporate Safety Performance Management Measures, identify data sources, establish targets and support tribes in the development, implementation, and evaluation of needs while providing strategies and countermeasures with the most potential to save lives and prevent injuries. Development of these performance measures, data sources, and targets will greatly benefit the North Coast Tribal Transportation Commission as well as individual tribes in the application of grant funding, planning, capacity building and investment decisions.”
