Eviction Defense Ordinance Protects Tenants, Landlords

County of Humboldt

Individuals who are experiencing financial hardship as a result of the COVID-19 pandemic were recently provided additional tenant protections by the Humboldt County Board of Supervisors. Last week the Board last week passed the Eviction Defense Ordinance, prohibiting evictions based on COVID-19 hardships through May 31.

While tenants cannot be evicted this month for failing to pay rent, they are still required to pay rent within 90 days. The Ordinance also prohibits no-fault evictions not based on failure to pay rent through May 31, 2020, which does not require tenant notice.

“Lots of people are struggling financially as a result of COVID-19, and I hope this allows tenants some temporary relief they need while they get the necessary resources together. At the same time, I know landowners are also facing challenges, so I appreciate their work in helping our community get through this unprecedented time,” said Estelle Fennell, Chair of the Humboldt County Board of Supervisors. “I encourage tenants to talk to their property owners and work out potential payment plans and other creative solutions. We also have a great resource at the county Joint Information Center where people can call to get directed to great resources and services that could provide much-needed help.”

The phone number to call the Joint Information Center is 707-441-5000, or email

Full details of the ordinance are available on the county’s website.  A template letter that landlords may use to provide the mandatory notice of the terms of the ordinance is also available online.
