Earthquake Recovery Line and Voucher Program Closed
The Humboldt County Earthquake Recovery Line and Humboldt County's shelter voucher program are closed. Community members with questions about disaster case management services and resources should call the new Disaster Case Management (DCM) Line at 707-382-5890.
County of Humboldt Partners with Arcata House Partnership (AHP), Changing Tides Family Services to provide disaster case management services
The County of Humboldt has facilitated an agreement between Arcata House Partnership (AHP), Changing Tides Family Services and the Humboldt Eel River Valley Long-Term Recovery Group to provide disaster case management services to residents experiencing earthquake-related displacement.
Disaster Case Managers are available to work with residents to help them identify and secure resources needed to get back in their homes or to find new safe and affordable housing. A new Disaster Case Management (DCM) Line has been established and community members with inquiries regarding earthquake-related disaster case management services are encouraged to call 707-382-5890. The DCM line will be open Monday through Friday from 10 a.m. to 4 p.m

Section 502 Direct Loan Program | U.S. Department of Agriculture - Rural Development Learn more and apply for the Section 502 Program | This program helps low- and very-low-income applicants buy decent, safe, and sanitary housing in eligible rural areas by providing payment assistance to increase their applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time. The amount of assistance is determined by the adjusted family income. Humboldt County Property Tax Relief | Humboldt County Assessor 707-445-7663 Toll Free: 866-240-0485 https://humboldtgov.org/2847/DISASTER-RELIEF | To qualify for property tax relief, you must file a claim with the county assessor within the time specified in your county ordinance, or 12 months from the date of damage or destruction, whichever is later. The loss estimate must be at least $10,000 of current market value to qualify the property for this relief. The property will be reassessed according to its damaged state and property taxes will be adjusted accordingly. This property tax relief is available to owners of real property, business equipment and fixtures, orchards or other agricultural groves, and to owners of aircraft, boats, and certain manufactured homes – it is not available to property that is not assessable, such as state licensed manufactured homes or household furnishings. |

BUILDING INSPECTIONS AND BUILDING INSPECTION TAGS ON RESIDENCES
Building inspectors look for indications of damage due to the earthquake that would make the home unsafe to occupy or would require limits on occupancy in parts of the home or commercial buildings. If a “yellow tag” is placed on a building, it will indicate limitations on its use, such as a limited period of time for residents to remove their belongings, beyond which the home may not be occupied. A “red tag” indicates that the entire home is thought to be a potential hazard to life and cannot be entered or occupied until knowledgeable design professionals are able to further evaluate the conditions and determine required stabilization methods to allow retrieval of possessions or required repairs. If a red tag is assigned, you will be asked to leave the building immediately.
If your residence has been tagged by building inspectors, follow the directions as listed on the tag. Rio Dell residents are asked to keep all red, yellow and green tags remaining on their homes until further notice. Those who have already made the necessary repairs to their residences are asked to make an appointment to schedule a new building inspection to ensure their structure can be removed from the red or yellow-tagged list and added to the “green-tagged” or safe to occupy category.

HIRING A CONTRACTOR
Don’t rush into repairs, no matter how badly they’re needed. Property owners are reminded to use licensed contractors for any repairs above $500. Ask to see the license. Impacted residents can find a licensed contractor at CSLB’s Find My Licensed Contractor. Get three bids, check references, and get a written contract. Don’t necessarily take the lowest bid, especially if it’s much less than other bids. To learn more tips, visit: Contractors State License Board Disaster Help Center
How can you tell if a contractor might not be reputable? Here are some tactics scammers use:
- Scammers knock on your door looking for business because they are “in the area.”
- Scammers say they have materials left over from a previous job.
- Scammers pressure you for an immediate decision.
- Scammers ask you to pay for everything up front or only accept cash.
- Scammers ask you to get any required building permits.
- Scammers suggest you borrow money from a lender they know.
Work with your local building department to make sure you understand the rebuilding process and take advantage of all services they can provide. Don’t sign over any payment checks from your insurance company.

County of Humboldt Partners with Habitat for Humanity
The County of Humboldt has now formalized an agreement with Habitat for Humanity Yuba/Sutter to assist residents whose homes need extensive repair. Habitat for Humanity is a global nonprofit housing organization working in local communities across all 50 states in the United States and in approximately 70 countries. Through their Disaster Risk Reduction and Response program, Habitat for Humanity will provide management and oversight services related to home rebuilding and rehabilitation for low to very low-income homeowners and residents who have been displaced, or whose homes have sustained significant damage, as a result of the recent earthquakes.
County of Humboldt Partners with McLean Foundation to raise money for earthquake recovery
Local non-profit The McLean Foundation has partnered with the County of Humboldt to raise funds for earthquake recovery projects within the county.
Donations in the form of checks are also being accepted. Checks should be made out to the McLean Foundation with "Rio Dell Recovery" mentioned in the notes. Please mail your donation to the McLean Foundation at 3000 Newburg Road, Fortuna, CA 95540.
