Big Lagoon Signs and Landscape Median Improvement Project
09/30/2022 UPDATE: Caltrans has contacted the County regarding proposed improvements to US 101 where it intersects Big Lagoon Park Road. Caltrans is proposing to add a dedicated left turn lane from north bound US 101 onto Big Lagoon Park Road. This would be accomplished by reducing the number of northbound through traffic lanes from 2 to 1 for approximately 1,000 feet. The project also includes an acceleration/merge lane to aid traffic turning left onto north-bound US 101 from Big Lagoon Park Road.
Questions, comments and concerns should be directed to Caltrans District 1 by Monday October 10, 2022 at 5:00 PM.

Agenda:
1. Status report on web-based navigation apps incorrectly directing people to Agate Beach.
2. Status report on new County Park Sign at the Big Lagoon Park Road / Roundhouse Creek Road intersection.
3. Review the forthcoming signing and striping plan for the Big Lagoon Area.
11/20/2020 UPDATE: Two new signs for the intersection of Big Lagoon Park Road and Roundhouse Creek Road have been made. Staff will be out next week to mark the installation location for Dig Alert. The signs will likely be installed the week after Thanksgiving,
The draft sign plan for the Big Lagoon area is almost done. It will be posted in the next couple of weeks.
11/06/2020 UPDATE: At the board of Supervisors meeting on Tuesday 11/03/2020, the board adopted an Ordinance which has officially rolled back the parking restrictions on Oceanview Drive with the exception of the northerly 180 feet where the two existing no parking signs are located.
At the 10/29/2020 community meeting the top 5 ranked concerns were discussed. Public Works is working on an action plan for implementing them.
- #1 Concern 4.1: Need improved signage on U.S. 101 (southbound US 101 signs to direct traffic to Patrick's Point State Park for Agate Beach access; "campground full" folding sign for Big Lagoon County Park; etc...)
Action Plan: Public Works will prepare proposed signage for US 101. It is important to note that Public Works is not able to place signs on the Caltrans. Public Works will be requesting Caltrans to update their signage.
- #2 Concern 3.4: Improved signs are needed: no outlet / dead end road by Big Lagoon Park Road; no vehicular access to beach; RV's "not recommended"; RV turn around signs at Roundhouse Creek Road/Oceanview Drive intersection.
Action Plan: Public Works will prepare intersection signing and striping plans for both the Big Lagoon Park Road/Roundhouse Creek Road intersection and Roundhouse Creek Road/Oceanview Drive intersection. Public Works has performed computer modeling to show how large motorhomes towing a vehicle can turn around at the Oceanview Drive/Roundhouse Creek Road median. This will be included in the signing and striping plan. Signage will be minimized in view areas.
The large directional sign at Big Lagoon Park Road/Roundhouse Creek Road intersection (shown below) is being ordered. Hopefully it will be ready in 3 to 4 weeks.
- #3 Concern 1.3: Lost traffic (insufficient directional signage for the County Park; GPS sending people here)
Action Plan: Public Works will continue to work with Google to get the map directions updated. If the community becomes aware of other mapping apps / GPS / websites sending people the wrong way, please email Kristin Martinique at kmartinique@co.humboldt.ca.us so that we can work towards getting the directions corrected. We can only work to correct what we are aware of.
The website for VisitRedwoods.com had incorrect directions and was corrected on 10/28/2020.
- #4 Concern 3.3: Need to address lost traffic (insufficient directional signage for the County Park; GPS sending people here).
Action Plan: (Same as #3 Concern 1.3)
- #5 Concern 5.3: Need to better define parking areas to prevent vehicles from damaging park resources
Action Plan: Public Works will arrange a presentation from County Parks at an upcoming community meeting.
The next community meeting will be on 01/13/2021 from 4:00 PM to 5:00 PM. This will provide time for Public Works to prepare conceptual plans as well as avoid scheduling meetings during the holidays. ZOOM information to follow.
10/28/2020 UPDATE: At the Board of Supervisors meeting on Tuesday 10/27/2020, the board approved the introduction of the ordinance to roll back the no parking restrictions on Oceanview Drive. An Ordinance requires that the item to be heard twice by the Board of Supervisors. The second action is scheduled to be on the consent calendar for Tuesday 11/03/2020 Board of Supervisors meeting.
Here is a link to the staff report and ordinance for the 10/27/2020 meeting: Staff Report and Ordinance
The complete agenda can be found here: 10/27/2020 BOS Agenda
REMINDER: The next community meeting will be on Oct 29, 2020 4:00 PM to 5:30 PM Pacific Time. Notice was emailed out on 10/20/2020 to all that included their email addresses on the concern ranking form. We did get a few email bounce backs, so please share with your neighbors.

10/17/2020 UPDATE: To clean the slate for a fresh start, Public Works has an agenda item scheduled to be heard by the Board of Supervisors on 10/27/2020 to consider an Ordinance to remove from County Code all the parking restrictions on Oceanview Drive except for the northerly 180 feet on the west side of the road where the two remaining no parking signs are.
Existing County Code:
431-78. Parking on Ocean View Drive.
The parking of vehicles is hereby prohibited at all times on the west side of Ocean View Drive (County Road No. 3P020) from Post Mile 0.00 to Post Mile 0.20 (P.K. 0.00 to P.K. 0.32). (Ord. 2578, § 1, 9/12/2017; Ord. 2633, § 3, 7/2/2019)

Note that the actual post mile at the end of the road (at the guard rail) is PM 0.27.
10/16/2020 UPDATE: Ranking results are in. Public Works received 65 submissions broken down as follows:
- 28 from Roundhouse Creek Road / Oceanview Drive properties
- 33 from Big Lagoon Park Company properties
- 4 from outside the area
There were a few instances of multiple submissions for the same property. All submissions have been included in the ranked results. The ranked results can be viewed here Version OptionsBig Lagoon SignsHeadline. A ZOOM meeting will be scheduled to discuss the next steps. Those that provided an email address will be notified of project updates.
10/09/2020 UPDATE: Additional time was needed to ensure that community members were able to rank the concerns on the website. As a result of this delay, Public Works has not had a chance to tabulate the results. 65 submissions have been received.
10/02/2020 UPDATE: Ranking of community concerns continues through Sunday 10/04/2020. In addition, concerns have been raised about lack of notification for community involvement. Please check in with your neighbors to make sure that everyone is aware of this website and that they can participate. At the island in the intersection of Oceanview Drive and Roundhouse Creek Road the meeting notice barricade with the red flags was updated back on 09/05/2020 with information about this webpage. 8 more submissions have been received as of the date of this update.
09/29/2020 UPDATE: Due to community request the concern ranking has been re-opened through 10/04/2020. https://humboldtgov.org/FormCenter/Public-Works-12/Big-Lagoon-Area-Concern-Ranking-Form-167
09/28/2020 UPDATE: 49 submissions were received for ranking the concerns. Staff will be going through them this week. Thank you to all who took the time to participate.
09/19/2020 UPDATE: The community is invited to rank the identified concerns through 09/27/2020. Public Works consolidated the concerns into groups. Concern Ranking is now online here: https://humboldtgov.org/FormCenter/Public-Works-12/Big-Lagoon-Area-Concern-Ranking-Form-167
09/18/2020 UPDATE: Nine additional comments/concerns were received. A link to rank the concerns will be posted on this webpage late Saturday afternoon.
09/14/2020 UPDATE: Please continue to identify areas of concern. Today is the last day for submitting areas of concern. Based upon public input from the 09/03/2020 community meeting, Public Works is finalizing the directional signage to the Park. To create a clean slate for moving forward, Public Works will be requesting that the Board of Supervisors repeal the no parking zone along the west side of Oceanview Drive, except for the northerly end where the remaining no parking signs are located.
09/08/2020 UPDATE: The public can now identify additional concerns that are not listed below in the 09/04/2020 update. Please use this form: https://humboldtgov.org/FormCenter/Public-Works-12/Big-Lagoon-Area-Identify-a-concern-form-166
09/04/2020 UPDATE: As the scope of the project is getting larger, Public Works is attempting to separate comments and concerns into individual roads to better gauge the issues affecting each road. It is very possible that in doing so that Public Works may have inadvertently removed an comment/concern from one road and added it to another. On Tuesday 09/08/2020 the website will be updated with a form for the community to add additional concerns/issues/topics. Lastly, spread the word to neighbors who may not have internet access that they can signup to be put on a mailing list where Public Works will U.S. Mail the contents of the website updates to them so that they can participate.
