Members are appointed by the Humboldt County Board of Supervisors according to Workforce Investment Opportunity Act (WIOA) requirements and WDB bylaws. These board positions are unpaid. The WIOA requires certain agencies using workforce funds to be represented on the WDB, such as the Employment Development Department and the Northern California Indian Development Council.
California state law requires that 20% of membership be labor unions, and overall, WIOA requires that the membership be 51% private sector or business, and that the chair of the WDB be a business representative. The WDB bylaws define private sector to include both for profit and non-profit entities. The WDB encourages membership of business representatives from the Targets of Opportunity industries in our region.
