Purpose


Capital Projects provides design, building construction contracting, management and inspection services. This work
includes feasibility and cost estimate studies for adopted building projects, developing program requirements, preparing
reports and recommendations, coordinating design work, preparing construction documents, managing consultants,
receiving and evaluating bids, construction award, inspections and construction administration
.

Proposed Humboldt Community Corrections Reentry Resource Center and New County Office Facility



Humboldt County proposes to develop an approximately 0.79-acre site (Assessor’s Parcel Number 001-191-005) located at 826 4th Street, Eureka, in two phases.  The first phase would consist of an approximately 26,000 square feet building to be used for the Humboldt County Community Corrections Reentry Resource Center.  The County anticipates applying to the Board of State and Community Corrections in August 2015 for funding to construct this facility through the funding program established by Senate Bill 863.  If funding is secured, construction is expected to be complete by approximately 2019.  The second phase would be a building addition of approximately 54,000 square feet of program area to house County government offices or new courtroom space.  Funding or financing for the second phase has not been secured and there is no current projected timeframe.  In order to retain flexibility regarding final design and provide adequate environmental review, this Initial Study includes analysis of the two phases and multiple options for parking, building heights, and footprint within each phase.  The Site is currently used as a temporary parking lot for the existing county courthouse and jail complex.
