Measure Q 



COUNTY COUNSEL’S IMPARTIAL ANALYSIS


Measure Q was placed on the ballot by unanimous vote of the Humboldt County Board of Supervisors on May 10, 2016, Resolution 16-55, as authorized by Government Code section 26980 (a).

A YES vote on Measure Q would authorize the Humboldt County Board of Supervisors to establish the Office of Director of Finance. If a majority of the voters voting on the question favor the establishment of the office, the Board of Supervisors shall, by ordinance, create the department.

 The Director of Finance would combine the duties of the existing elected offices of Auditor-Controller and Treasurer-Tax Collector into a single position that may be appointed by the Board of Supervisors, or elected.

By law, the decision to appoint or elect the Director of Finance is also being submitted to the voters in this election as Measure R. Alternate forms of the ordinance to be adopted depending on the outcome of the election were approved by the Humboldt County Board of Supervisors on July 9, 2016.

The consolidation of the offices of the Auditor-Controller and Treasurer-Tax Collector into the Office of Director of Finance headed by the Director of Finance will only become effective upon the expiration of the current terms of office of the Auditor-Controller and the Treasurer-Tax Collector, which is January 7, 2019. Candidates for the appointment or election to the office of the Director of Finance must meet the qualifications for Auditor set forth in Government Code section 26945 or Treasurer-Tax Collector set forth in Government Code section 27000.7.

A NO vote of Measure Q would retain the separate elective offices of Auditor-Controller and Treasurer-Tax Collector as is.

Measure R



COUNTY COUNSEL’S IMPARTIAL ANALYSIS


Measure R was placed on the ballot by unanimous vote of the Humboldt County Board of Supervisors on May 10, 2016, Resolution 16-55, as authorized by Government Code section 26980 (b).

 A YES vote of Measure R would direct the Humboldt County Board of Supervisors to create an elected Office of Director of Finance in the event that Measure Q is approved.

If Measures Q and R are approved, the office will be filled in the general election to be held in November 2018. If Measure Q is approved, but Measure R is not approved, the Director of Finance will be appointed by the Board of Supervisors.

Alternate forms of the ordinance to be adopted depending on the outcome of the election were approved by the Humboldt County Board of Supervisors on July 9, 2016. Candidates for the appointment or election to the Office of the Director of Finance must meet the qualifications for Auditor set forth in Government Code section 26945 or Treasurer-Tax Collector set forth in Government Code section 27000.7.
